For what it's worth, my pain management people and insurance folks called my radiofrequency nerve ablation a "nerve block," even though it was clearly a "nerve burn," burning the nerves with radiofrequency. They also called the test beforehand, where they injected short-lasting anaesthetic in the nerves to see if they had the right ones, a "nerve block," calling it "temporary" or "a test" to distinguish it from the radiofrequency one.
So there's apparently some imprecision in the use of the terms, even among professionals, and it wouldn't hurt to ask exactly what someone means, to be sure.
