I'm confused by your post. A pre-existing condition is anything you've been treated for in the past, at least if you're talking about insurance company rules. Now there's usually a time limit on it; it may be anything you've been treated for in the past year, past 3 years, past 5 years.....whatever the insurance company decides. Nothing has been passed yet by Congress (in the U.S.) that bans that practice, and if it is it likely won't go into effect right away. The President doesn't pass legislation, the Senate and House of Representatives do that. The President can sign it into law, veto it, make changes and send it back to Congress for reconsideration, etc., but because a President proposes something doesn't make it law. Just FYI.
