Kimber,
If the insurance is in effect (in other words if it starts on Feb. 15) you should be able to get your I.D. #, Group # and Plan # (usually I.D. # and Group # are enough) and give them to the doctor's receptionist. It's pretty common for there to be a lag time in receiving the cards, but the crucial thing is the date coverage starts. You can call you doc's office and tell them the insurance starts on the 15th, and you don't have your cards yet and ask what info. they need. Then call the insurance company and get that info. and take it with you.
I still wonder if they're going to cover the surgery, if there's a pre-existing condition exclusion in the policy. Would hate to see you get stuck for the bill for the surgery.
Good luck!

p.s. If you have your I.D. # you can often get info about your coverage from your insurance company's website.
