I am sorry this has happened to you and you must be steaming angry with your wife. It boggles my mind how such an important bill would go unpaid, and I'm sure you're concerned about
why she didn't pay it. But that's something, regrettably, the two of you will be dealing with.
I don't have a suggestion regarding how to get reinstated, but in light of what happened, I want to suggest something that my wife and I do (edit: I see that stripey has the same thought). We each get paid through a direct deposit into personal accounts, then at the start of each month, we transfer into a common household account a monthly estimate of our bills.
So, though our paychecks are our own, we both transfer some amount into an account we can both access.
From that account we use the electronic bill pay for all our common bills (mortgage, insurance, utilities, common credit card, etc.). We both can see on that one site what bills have and what have not been paid each month.
Via the above, we each can spend what we want, save what we want, etc. from our pay, but we share access to a common pool and share responsibility for our common bills. Hopefully, your wife would be willing to agree to a shared monthly bill-pay account in the future.
