Just wanted to add that the CSA (Controlled Substance Act) that was made into law in 1970 and is a Federal Law.
The only possible amendment in the last 5 years that is of significance is a bill that has been introduced as of March 2013. It is H.R. 1285 which is to amend the CSA with making Hydrocodone a Schedule II med Federally. Hydrocodone is already a Schedule II in some states like NY and FL.
That is why as Tina mentions, it's important to know whether something is truly a state or Federal law or just a particular pharmacy or Dr. making their own decision.
When people go to the first link to the DEA you listed, reading the FAQ section on the right hand side is very informative.
