I disagree with Harry. A lot of lactase, the enzyme you need to digest lactose, is made in the small intestine, and perhaps most of it is made in the terminal ileum, the place where Crohn's is most likely to be worst. I think that if you can eliminate inflammation in the small bowel you should be able to digest lactose more easily.
On the other hand, Harry is right to say that almost every adult human has issues with lactose, some sooner than others. We generally make less lactase as we get older. Some people have problems in childhood, some in their late years.
