Don't know if this will help, but I've had similar issues my whole/most of my life. My whole legs have red dots everywhere hair follicles are, and the same for my arms when I was younger but that lessened. But, I'll get red spots that get itchy sometimes sensitive on my left arm that sometimes become a minor lesion that heals as long as I ignore it and don't itch. One dermatologist speculated psoriasis of a lesser degree, possibly due to the fact my crohn's was in flare at the time. Or another said that and eczema, but if it's causing harm or great concern I would go to a dermatologist, but to try something before then, try either a hydrocortisone cream from the drug store, or gold bond cream (not lotion), see how that works after a few days, then decide if you need a dermatologist.
