As Scifi said, it depends if you have Crohn's. I have Crohn's and have had a fistula/seton for about 10 years.
If you have Crohn's, surgery does not have a high success rate. However, there are biologic meds to try to close up the fistulas. Remicade closed mine 10 yrs ago but I had an allergic reaction and had to stop taking it. It reopened shortly after that and I've lived with a seton ever since.
If you don't have Crohn's, surgery is an option and can be successful.
