If you have IBD, you should be under the care of an IBD knowledgable gastroentonologist. They would be more familiar with today's treatments and medical therapies than a primary doc.
And 3months wait isn't that bad to get into a rheumatologist. I am waiting for 6months to see one because my primary care doc suspects lupus for many reasons, including high positive ANA. With your symptoms and ANA it seems you should be under the care of a good rheumatologist.
