Rowing machines, along with ergometers, steppers, gazelles, are all pretty much in the same category, and will have a very positive effect on your cardio health. It really boils down to choosing an activity or type of machine that is comfortable for you. There's really not one better than another. I would try a variety of these, and choose one based on your comfort level and enjoyment.
As far as muscle and body toning, they effects of cardio based exercise is minimal. You might want to incorporate some sort of resistance training. If you attend a fitness club, you'll have a wide variety of choice of equipment. If you prefer a home based approach, you might start with buying some resistance bands, and small weights.
