Myself, I would have thought that you doing substitute teaching in high schools would prove that you have transferrable skills and are able to do the job. How stupid that they didn't offer you the jobs because your too 'specialized'! Is it possible for anyone at the schools you subbed at to help you? My mother was a para (assistant to the teacher) and then went to school to become a teacher. She got her job due to the principle, at the school worked as a para, putting in a good word for her.
I've been to the workforce center and met with an unemployment counselor. Was it helpful? Yes and No. I have no doubt that she is qualified to help people obtain employment, but don't think that she is used to dealing with people in certain professions (as myself).
She made some suggestions, which I already knew, and told me to reformate my resume to make it stand out more (which I'm in the process of doing). Other than that, she wasn't too helpful to me.
The temping agencies I'm registered with is for temp to permanent jobs. I mostly get temp jobs. Maybe I should try a different agency. At this point I'm going to start looking for job fairs which I'm told is a good way to find permanent employment. Besides this, I'm fresh out of ideas of what to do to obtain permenant employment fast.
I guess I just have to learn how to be patience with the job search though it is hard.
Jaime, I heard a saying once, 'as long as you draw breath, there is still hope'. No doubt 13 years is a long time to be out of the workforce, but it just takes one person to give you a chance. If your health permits it, maybe you can refresh your skills by taking courses? or doing volunteer work if you are able?
