If I am understanding your question here is my answer.
Insulin Resistant aka type 2: people with type 2 diabetes produce insulin; however, the insulin their pancreas secretes is either not enough or the body is unable to recognize the insulin and use it properly.
Insulin dependant, what you are calling insulin deficient aka type 1: In type 1 diabetes, the body’s immune system destroys insulin-producing cells in the pancreas and you have to take shots of insulin to replace what your body isn't producing.
