Your doctor.
But there's room for explanation. Normal fasting blood sugar is usually under 100. A non-diabetic's blood sugar probably is under 100 most of the time even after eating, unless the meal is really big and full of carbs.
Many doctors give a leeway to diabetics to have elevated blood sugar, even if the person is on meds for diabetes. This is why you'll find separate goals for diabetics. That is, a different range of what is normal blood sugar exists for us versus the actual normal range for non-diabetics.
I'm not a doctor but this way of blood sugar control doesn't make sense to me. It's like a doctor saying normal blood pressure is 120/80 but for you, well, we'll accept 145/100.
