Your doc probably ordered the insulin test at the same time as the HbA1C (since you would already be fasting). A little different than measuring blood sugar levels it measures insulin levels.
The higher insulin level most likely means that you are or are becoming insulin resistant.
Too much sugar floating around in your blood vessels likely means you also have too much insulin traveling through your system as well. Even if your fasting blood sugar level is in a healthy range, it is possible that you have too much insulin floating through your vessels, particularly if you have high triglycerides and/or are overweight.
Normal blood sugar and high blood insulin can be the result of your cells losing some sensitivity to insulin. This means that your body releases extra insulin into your blood circulation in an attempt to stimulate your desensitized cells into sponging up excess sugar out of your blood circulation.
I had this test done when they thought I might be a Type 1. In my case I was waaay below the normal levels; indicating that my pancreas wasn't producing insulin.
A change in your regimen is probable and may include increasing the Met, and/or adding a drug and/or fine-tuning your diet and exercise.
Hope this helps
