Try avoiding any white food for a while. (Bread, rice, potatoes, pasta etc) and concentrate on whole grain cereals (Oat meal, bulgar wheat etc.) and breads that will stay in your system longer. Eating more vegetables will also spread out your carb load so you won't have those drops where you feel you need sugar. Another option would be to try fasting for a day, just drinking water, to feel what true hunger is. Perhaps what you are experiencing is small panic attacks which will spike your adrenalin and increase your need for hunger. Another idea might be to try abdominal relaxation breathing when you next feel this way. It will increase your oxygen levels and lower your blood pressure a bit. Might help. Can't hurt.
