An inner ear problem can cause the same sort of symptoms, especially in a busy place like a restaurant with lots of noise, movement, and visual stimuli.
I have an inner ear disorder, and I get dizzy a lot when I am in a "busy" environment. With my disorder, I get vertigo out of the blue, but I'm also really susceptible to quick movements across my visual field, flickering lights, or busy patterns (like striped wallpaper). The dizziness from visual stimuli comes on really quickly, and if I remove myself from the situation, it usually goes away pretty quickly.
I know some other members hear have inner ear problems, so maybe they can add some insight to this possibility.
