Hello, Kiyoichi, and welcome to the forum. Penny has given you good information about transplant in this country. The doctors that have seen your dad must think that his liver failure is such that he would not last the expected wait time for a cadaver liver. Often, people in ESLD or with liver disease take diuretics. These put a strain on the kidneys and start affecting their functon. Sometimes the liver disease itself leads to kidney failure. That is why your dad is on dialysis, not to cure his hep B.
Some of his lab values are quite elevated, though not the worst I've seen. Does your FIL have any type of insurance that would cover transplant, hospitalization, and after care? It's possible he would also need a kidney transplant.
Unfortunately, there is probably no alternative for your FIL except transplant. However, to put less strain on his diseased liver, he should avoid red meat and eat a diet high in fresh fruits and vegetables. He also needs sufficient rest. These measures won't cure him, but may help him to feel better.
Don't bother wasting money and time on supposed "cures" or liver cleanses, herbs, etc. They won't rid him of HBV and could make matters worse.
If there is the possibility of bringing him to the states for treatment or transplant, we can probably give you additional information along those lines.
