Jason12,
Yes, Genova does mention dysbiosis is present when there is outgrowth of more of the "additional" than good bacteria.
Doctor Alex Vasquez, DO mentions he doesn't like to see k. oxytoca at all: https://vimeo.com/78765524 [Dearest mods: there does not appear to be any advertising here, I hope it is okay to post this! I am not trying to sell or spam anything]
Dr. David Brownstein treated a patient who he says had IBS and k. oxytoca:
[link deleted in case I might get banned again for trying to link to info that includes ads, I don't see any on the site but Im gunshy at this point] - just Google it.
"Sarah’s test showed that she had a very small amount of healthy bacteria. Furthermore, she had an overgrowth of yeast (candida) and dysbiotic bacteria (Klebsiella oxytoca)."
And SIBO with IBS includes k oxytoca bacteria mentioned in this medical journal article (no advertising that I can see, mods please don't ban me!):

And there is a video of a chiropractor mentioning that he got SIBO from too much sauerkraut, k. oxytoca is one of the fermenting bacteria in sauerkraut.
So dysbiosis is present, and I've also had undigested food in stool and some nutrient deficiencies which are concurrent with SIBO/malabsorption and I guess its possible IBS.
