I didn't find much about anti-dsDNA titers either. The one reference to titer I found just said positive is >1:10 which would mean you are right, it's "low". It looks like it's a predictor of symptoms, that is, if the titer is going up, your symptoms can be expected to increase.
Of course, we know titers have different ranges depending on how a specific lab does the test, so if you can get the actual lab report maybe it will specify what it thinks is low, medium, high.
By searching Healing Well, I did find this comment from a member in 2008, "Over the last year my Anti dsDNA has continued to rise. First blood test the showed 1500 (normal being 0 to 99). Blood test last week was 2,697." That doesn't really help if yours is reported in titers, but maybe you can search HW and find more info?
