Medicare is funded through monthly payments but there is no dedicated funding source for medicaid. It is an extra every year that is ever increasing since there are so many uninsured now. A friend of mine who is a well known economist has proposed that funding be established but neither party wants to tackle this problem.
Medicaid is a joint program with the states and federal government. Each state administers its' own program and it is a means tested program. I am not sure but I believe the program does vary from state to state unlike medicare which is strictly a federal program.
Tricare is funded from the defense budget I believe and is a separate program.
Some of my friends are on tricare and not having any problems.
The funding fiasco with medicare has been going on every year for many years. Not sure what the stupid politics are but congress has done a yearly bill to cover doctors payments instead of permanently fixing the problem. Of course, it stresses both patients and doctors out every year.....really stupid. This has nothing to do with the new healthcare bill and has gone on for many years.
