i believe you are experiencing "brain zaps". weird name but look it up.
when i was at my sickest i had these like crazy. they make it hard to focus and, like you said, are most noticeable when you are trying to sleep. it's like your brain suddenly goes blank and whatever you were thinking about is erased and you feel somewhat confused for a few seconds after. horrible, horrible, horrible feeling. i still deal with them but only 1 or 2 per day now... compared to more like 2 per minute a few years back.
apparently doctors dont know much about them. the most likely cause is believed to be depleted neurotransmitters or brain lesions. basically the electric signal in your brain is not being delivered properly. i suggest increasing water intake. also green tea. there is a component of green tea (L-Theanine) that increases the neurotransmitter GABA in your brain and could help equalize your situation. they also make L-Theanine supplements... but i dont think anything compares to a few hot cups of real green tea daily.
