i think i've read somewhere that there is no known bacteria NOT to cause biofilms or something similar, and not only that, but the biofilm formation is redundant, meaning there are several genes involved that produce the same thing, so even when researchers tried to disable some gene, they were still forming them using other genes.... seems this is a critical mechanism within the bacterial ecosystem.
Btw, if you do not clean your shower for several weeks, the slime that is left on the floor (you can feel it because it is slippery) is bacterial biofilm...

it. We also have no idea how to treat it, the antibiotics we use are very inefficient, so you usually need at least 2 and in hi dosage.
