I have had this problem for as long as I can remember. It bled once, so I'm trying to take care of my feet very regularly.
The dry skin keeps on coming and coming

If you do a lot of foot soaks, it'll dry out your feet: be sure to use a good foot cream afterwards (shea butter or Carbamide crème from Louis Widmer, a swiss company - don't know if you can get it in the US? but it's greatr stuff), every single time.
Buy yourself a good foot grater (sorry, I can't find the word in English, lol, I hope you get what I'm trying to describe) - not a metalic one (cause that will tear everything
open), and be patient when you use it: don't push too hard.
Once I grated away that dry skin (do it at night), I put pure sheabutter on my feet (a lot), and put on 2 pairs of socks, so it can do its job while you are sleeping. It will make your feet soft and well moisturized.
If it gets too bad: make an appointment with a pedicurist, you can get nasty infections when your feet are damaged...
