Does Cold Weather make symptoms worse

My friend was outside today for a few hours cutting grass. Temps are mid 40s with cool wind. He said that he was having problems with his hands after using the riding mower. Wanted to know if cold weather could affect this. His hands were stiff but he had problems grasping the zipper on his jacket with his fingers to get his jacket off. Said it was difficult. He does have muscle wasting in right hand but has never had any problems with his left hand but both were affected by the cold. Also some neck pain coming back as well. Has anyone experienced anything similar?

My symptoms are worse in the cold months.... I get shivery...my nerves go crazy.

Thank you everyone for your responses. I think it was probably a combination of a herx and the cold weather. It was coming and going last night and this morning as well. He cut grass for several hours in the cold and used leaf blower for leaves, went into the office for 1/2 a day, went walking in the evening and was doing laundry until 11:30 last night. Had 13,500 steps for the day. This is while he has serious neuro symptoms and is on IV Rocephin. In the evening is started to ease up but was present again this morning.
