Follow the decimal point here and the plus and minus. Your .019 is a .02 which is still considered undetectable by many testing sources
That is a much bigger jump. Unless your doctors know something you haven't shared here, I would say there is a bit of over reaction. I know nothing about a "scoop" procedure, but would be very cautious without some more information from other doctors.
PSA tests can jump all over the place for reasons doctors can't even explain. So, unless you have several tests above PLUS .2 your doctor would not be following protocol to suggest further treatment.
