I have used a VED for sex and exercise for four+ years now and it works well. A cheapie made in China -- might have been called Handsome Up, but I've long forgotten. It has needed a few running repairs along the way, so having a mechanical bent is helpful. There is no built-in provision for bands and at first glance there is a rim that would prevent their use. However, some wrapping around the outside makes the rim big enough to hold bands while still allowing them to slip off easily.
No special bands necessary, I use office rubber bands doubled over.
Make sure you get one with a quick release valve -- most (all?) have them. If you suck a testicle up in there you want him outa there fast
