First of all, the difference between .028 and .03 doesn't count. The lab machine, depending on the day and the last time it was calibrated, will produce different results. Albiet small, but different.
Second, since all of your other tests have been reported as <.05 how does your doctor know that your PSA hasn't been jumping around all along. He doesn't.
You are correct that the true definition of BCR is "2" consecutive rises above .2 So, you are not there yet, if you ever get there.
Third, I am sure your doctor is concerned because of the positive margin. So, you should continue to watch your PSA.
However, nobody should touch you with radiation until you have a definite upward trend.
