Odds are the chemo is reeking havoc on his system. But when in doubt - ask your doctor.
I did have a little of that before my Bx and Dx. Then I had a bunch after my Bx.
If the PSA is rising after treatment, it could be a negative or not. I have read that after PC cells start dieing, they dump an extra load of PSA into the blood. Then again, it could be due to something else.
