I, too, have same physical problem. I am a 50 mg viagra user, but just got a generic sildenafil script
last week and am excited about
getting some cheap pills when they get to my local pharmas (small town).
I tried the vacuum pumps several years ago to help recovery along, but found the whole deal clumsy and time consuming so just quit it and bit bullet on lost time and dollars.
But for last couple years, have and currently do use adjustable *ock constriction rings, and find the loop ones that go around scrotum and *ock to be pretty effective as long as you can first get at least semi-hard. Sounds like this is your situation.
I looked on Amazon, and I looked at customer star ratings and reviews for several. They are generally so inexpensive, even with shipping, that you could go through several as trials until you get one that works for you, and not be out much $$.
Hope moderators don't mind example items--I have no financial interest in these specific ones and there are many other brands and types available.

Other details:
--pay heed to any instructions about
maximum wear time-don't wanna damage "vital organs".
--On these, you just slide the button up or down the silicone or rubber rings, per personal preference. They are made pretty tight to pull along, so won't slip during the heat of battle unless you got too much lubricant right under the adjustment ball. On the other hand, if you have lube (partner's or applied) on your hands and need to adjust the ring, better have a tissue or dry washcloth nearby to help grip the loop "ends" while pulling the adjuster. Else kinda frustrating.
--It is a good idea to be pretty closely groomed in those areas, as hairs that get caught up in the devices can be kinda bothersome -- kinda like trying to comb a ratty head of hair with a hairbrush -- it can "pull" a bit and will detract from the "Joy of Sex".
--Also, is good to have a little water-based lube along the loops to help ease them on--again, avoid getting right under the adjustment ball or it may slip and cause loss of erection (so then why bother to use them).
--After a year or two of steady use, the silicone may wear and the adjustment not "hold" as well -- so then just order again, I guess. That's what I do--they're cheap.
--the "rabbit ears" that are excess of silicone rings not used will just stick out a little but do no harm--just let partner know what's going on. The SAMMOR and similar devices can be worn with excess pointing up towards belly button or down (under scrotum). Per personal and partner preference.
--if wearing with a new partner, you might try practicing applying and removing device ahead of time, just so you are your suave, smooth self during battle. My wife of 24 yrs needed a little orientation time to get accustomed.
