I notice that the prostate bed radiation dose you got was what would now be considered on the light side. I also don't know if your pelvic lymph nodes were treated. If they can localize the cancer to just the prostate bed, they can use brachytherapy on any spot they find. If your pelvic LNs weren't treated, they can still do that. To find out, you would need one of the new advanced PET scans. Medicare will cover an Axumin PET scan, and UCLA is having a deal: If you have an Axumin scan paid for by Medicare, you can get a Ga-68-PSMA PET for free (as long as it's within 2 weeks).
