my previous result was 0.008 under Flag and all of them before that for two years were < 0.008. No longer less than on the flag result. Although perhaps 0.010 is fine?

My interpretation is that your latest PSA was 0.01 ug/L. This isn't significantly different from the 0.008 result of the previous test.
I guess that the confusion is from the formatting of the results on the report. The range is stated as less than 3.5 ug/L. This is nonsensical for those who have had their prostate removed, but the technician doing the test didn't know that (or couldn't override the 'normal' range result).
