A change from >0.06 to 0.01 probably means that they have switched labs and the new lab uses a more sensitive assay. The first result says, in effect, "Our machine can measure down to 0.06 ng/ml and the machine doesn't see anything." The second number means "Our machine measured the PSA at 0.01 ng/ml and that value is within the range it can measure."
It doesn't actually say whether his PSA went up, or down, or stayed the same.
No reason not to mention his urgency to his MO but he should probably also see his urologist, too.
