I don't know Dr Grimaldi, but you're probably right that he doesn't care about impotence. He's a surgeon, and they love surgery.
Can you find another doctor (or nurse even) who specializes in ED? If you go down the injection route, it is helpful to have someone show you how to do your first injection -- if indeed that is something you want. As I said in another post, either injections or the VED should work for you. As you have had some erections, continue with the Viagra -- for a low-cost substitute, consider the generic from AllDayChemist.com.
Failing that, you've just got to give it time -- at least two years in my view. Although very effective, an implant should be a last resort -- there's no going back and long term, they are not completely reliable either.
