PSA 1.6 after surgery and radition

While you should discuss your question with an oncologist specializing in PCa, I will venture an opinion. Just remember, I am not a doctor. Your PSA doubling time is very slow, so take your time. It may take many years for cancer to grow enough to be a danger. When and if this happens, you always have ADT to fall back on, meanwhile, you can avoid the unpleasant side effects of ADT.

I am in somewhat of the same boat. My psa was 1.5 in February (following cryo in 2006 and  clean subsequent biopsies in 2006 and March 2010). My uro wants to wait until the psa reaches 10 to go on hormone treatments. I recommended 5 and he said, that's fine. However, I am looking to hook up with an oncologist for a further opinion. I suggest you should do the same. Fact is, there are doctors who say to wait and there are doctors who say don't wait. In the middle are quality of life issues to consider and while there is some scanty evidence that says being more aggressive is better, that evidence is hardly conclusive.
