Of course it is possible it is cancer, also possible it is not. That is why the biopsy is performed as it is the only way to know. No one can predict the outcome or next steps. You must wait for the results of the biopsy.
If it is cancer, there are many treatment options, many of them non-surgical in nature that can fit the exact situation. But, again, it is too early to tell what will be needed. Generally at his age, surgery is not used. Instead, there are several different forms of radiation therapy that are commonly used that are very effective and have generally low side effects. My brother-in-law was diagnosed in a similar situation five years ago at about your father's age. He used a form of radiation and today is cancer free and has no negative side effects.
