Just what is the fPSA cutoff? 27%, 25% or 15%

Dr Scardino's chart on " free PSA " goes from 0-10 up to >25

free PSA Cancer probability
0-10 56%
10-15 28
15-20 20
20-25 16
>25 8%

If I read the chart correctly the cut off for cancer free would be anything >25%. Then the cutoff for repeat biopsy should be any per cent less then 25%.
