She is anemic. Low ferritin means low iron status. If she eats meats, the low iron status is either from excessive bleeding (monthly cycle can do this if it is very heavy) or from poor absorption.
Celiac and gluten sensitivity can both cause malabsorption. But so can deficiency of stomach acid or deficiency of digestive enzymes.
Might try getting her tested through EnteroLab.com for gluten and other food sensitivities (they can test for gluten, egg, dairy and soy, too, if I remember correctly).
Might also be good to consult a Naturopathic physician. They tend to think more outside the usual AMA box and treat the actual patient instead of just looking at blood tests and statistics.
