Based in these two celiac tests (TTG IGa and TTGS IGG) you do not have celiac disease. BUT you did not received the complete panel! The IGA test is a control test and validates the TTG IGA test which is typically the entry screening test for celiac disease. Most likely insurance does not want to cover the complete test.
My IGA test was high (out of range) too. My GI ordered the complete panel which includes the DGP IGA and DGP IGG. I tested positive on the DGP IGA but negative to all the rest including the TTg's that you took. Yet biopsies revealed moderate to severe damage (Marsh IIIB).
If you think you have celiac disease, ask for the missing tests. Keep eating gluten until all testing is complete! In fact, you have to be consuming gluten for a few months (per most CD researchers) in order to get accurrate results.
