Lori & Navy gave you great advice. It is possible that even if you technically fall within the parameters, that you could still have symptoms. My thyroid is slightly high (5.8), which is considered subclinical hypothyroidism. The synthroid has made a huge difference in how I feel, but not all doctors would treat me. When I get stressed, my TSH goes quite a bit higher (25-29), but still there are doctors who don't treat that.
So, like the others, I want to encourage you to keep at it & keep working with your doctors to find out what is causing your symptoms. If it is your thyroid, even if you are technically within the guidelines, you would probably benefit from treatment.
