So I assume it is generic of Levo, if your insurance allow then try to switch to a brand name ,this early.
If 12 is your TSH score , then it indicates that you have hypothyroidism, the next step is to test for TGab and TPOab to check for hashimoto's thyroiditis .
25 mcg/week is an initial dose and relatively small one, most probably you will need to increase the dose, if you have been on Levo for 1 1/2 months then it is the time to perform blood test, TSH ,FT3 and FT4 .
This itchy feeling can be either a reaction to one of the Levo ingredients or to still being hypothyroid .
