It's Methyl Cellulose; WikiPedia has an article here, and phosphatidylcholine can also be purchased from them here. Both are marketed as either food products or dietary supplement.
From the description of Methyl Cellulose, it looks an awful lot like Metamucil, and like Metamucil is used as both a stool softener and a diarrhea treatment.
The next question is how to formulate it, and at what dosage.
It sounded like we were close to a 'Guerrilla' drug here. Enteric coated capsules simply release their contents when the PH changes in the large bowel from that of the small bowel. This does not sound that difficult to accomplish.
There does seem to be a problem purchasing empty enteric coated capsules
