It is very hard to make that call because the illness is insidious and we tend to get slowly worse and worse without realising how ill we are. Gastroenterologists tend to assess the level of inflammation on:
1) bowel frequency
2) Stool formation (Bristol Stool Chart)
3) Presence of blood.
If for example you're having 4 bms, and no blood, then this is usually managed at home. If on the other hand you have 15-20 bms, including at night, with blood in stool, and vomiting, this would definitely indicate hospital. ....just to use two extremes to illustrate the point.
Were you worse than you are now the last few times you went to hospital?
I'd say if in doubt get your heart rate, blood tests (eg CRP levels) and maybe an X-ray done.
