Social security programs were never intended to provide total income needed to maintain a mid-level lifestyle. They are there to help with the bare necessities of life: food, shelter, clothing.

To go back to the OP's question I think you also get medicaid with SSI so medical expenses are paid too but it's impossible to live on $720 a month ($24 a day).
It's even well below the poverty line ($11,770). It's a real shame.
