You can try calling your local health shops and ask if they have it. If you're in the US, Mother's market might have it (but I'm not 100% sure). Price might be expensive, though.
Vitaminshoppe sells an 8 fl oz (236ml) bottle for $23.99... WAY too expensive in my opinion. I do NOT recommend buying it here, unless money is not an issue for you.
You can get it on ebay. I got mine on ebay.
The best price for an 8 fl oz (236ml) bottle is $14.99. I just realized this is even cheaper than local Indian markets. Should last about
2 weeks if taking 2 teaspoons, 4 times a day.
Another option is to go directly to local Indian or Middle Eastern markets / grocery stores. I got 2 bottles (6.7 fl oz / 200ml) for $15.99 yesterday at a local Indian grocery store here in Southern California.

EDIT: Sorry, I forgot to answer your second question about
proctitis... YES! It definitely does! This is why my rectal bleeding is nearly gone!
In the past, every time I had a bowel movement, my rectum would protrude to about
1/3 the size of a golf ball and would stayed like that for hours. I used to push it back inside, thinking it would help keep the swelling down, but then I realized that this causes the blood to go inside the rectal cavity, which is food for the pathogenic bacteria that is causing the inflammation!
So, if you have swelling in that area, DO NOT push it back in! Just leave it out and put clean tissues, gauze pads, or whatever you need to keep it dry until the bleeding stop. Then clean it and let it go back in by itself. This way, you minimize the blood from getting into the rectal cavity and minimize the growth of these bacteria.
