I have had similar issues. My first diagnosis was proctitis. My 2nd scope showed inflammation in the rectum and cecum. My 3rd scope, which included an EGD, showed gastritis, esophagitis, proctitis and ileitis. None of my GIs have ever gotten pathology results that were definitive for Crohn's or UC.
My first treatment protocol was Asacol + rowasa, which helped but did not fully resolve my problems. After my 2nd scope I increased the Asacol. Before my 3rd scope I switched to Pentasa, assuming there was inflammation in the small bowel, and felt a lot better. After my 3rd scope I added a ppi, Nexium, which helped a lot.
But much later, just this past summer, I eliminated gluten and resolved a whole host of issues. I stopped using Pentasa recently and switched to colazal, due to side effects of Pentasa, but so far I haven't had any return of symptoms indicating small bowel inflammation.
Sometimes this is all very confusing.
