I'm familiar with government call center operations and understand your dilemma. When I was a manager in government service, we had a number of programs and policies in place to assist staff who had difficulties due to temporary or permanent disabilities. Your organization should have these as well.
If you work in a state that has Disability Insurance (DI) you should consider applying for it. DI provides a temporary income stream for individuals who are physically disabled and unable to work.
Most importantly, I recommend you be up front with your immediate supervisor about what you are dealing with. Call center work is a tough assignment and once you are on a call I know you are stuck whether nature 'calls' or not. Depending on your collective bargaining agreement and agency policies, you may be able to request a reasonable accommodation that allows you to take more frequent breaks, come to work later in the day, etc. I had a few staff with reasonable accommodations and it worked out well for them and for me.
You may also be able to request a leave of absence. If you need to be off for an extended period of time (3-6 months) that exceeds your vacation and sick leave, this can often be provided under 'hardship' provisions. I've seen this happen several times for staff who had health issues or needed to care for loved ones that were chronically ill.
If you really need time out of the office, contact your supervisor and get the ball rolling. Sure, supervisors are not always fun folks to be around (they are under a lot of pressure too), but their job description includes a responsibility to provide you with all the options for your situation. If you don't get what you need from your immediate supervisor, I recommend you elevate your questions to the next level, even if it means contacting your Human Resources people. You may also want to contact a union representative to see what your collective bargaining agreement says regarding disability and reasonable accommodations.
