There may be reasons that you are not aware of as to why she is not using the private toilet in the medical room. I got UC in my teens and my greatest fear was of peers knowing that I was "different". Therefore she may be worried about friends etc seeing her coming out of the medical room and questioning why she was in there. Does anyone use the medical room? While the toilet may be private, there may be someone in the medical room that she is worried about overhearing? Maybe talk to her about this from the perspective of, 'is there something in there that is making you uncomfortable that we can fix? If something happens to you walking home during school hours I couldn't live with myself' etc. Using the private bathroom really would be the best option, so it would be worthwhile trying to resolve it.
