Because Ritz is not poor man's food. It's rich man's coronary heart disease food. We know this because the hydrogenated vegetable oils in these foods are connected to many underlying health problems, including ulcerative colitis.
With that being said, it's possible to sustain a civilization with ritz crackers. In fact, this very experiment is going on today in most developed countries. :)
My point is that starvation leads to far more issues than refined foods do. If the body is in a catabolic or stressful state, which is the state that most homeless, dumpster dwelling people are generally in, and where it's eating its own tissues, it will quickly metabolize carbohydrates and not put the pancreas on overdrive.
This is the same reason athletes don't get type-2 diabetes from drinking pounds of gatorade or sugar water during and after workouts.
