Every flare is different in what works, some flares are fun-sized, some flares are moderate, and some are flares from hell. You can certainly try upping both of your meds as described and see if it helps sort things out over a short time period. If you cannot catch it on your own rather promptly, then you'll likely need to see your gastroenterologist for stool test, likely flexible-sigmoidoscopy, and perhaps some prednisone or at least a steroid enema.
You can discuss a C-Reactive Protein (CRP) blood test or a Fecal Calprotectin (FCP) stool test as an alternative. Those tests are body-wide, and a small percentage of the population never gets accurate readings from specific tests. You're flaring now, so that's the best possible time to see if that is a viable option that produces accurate results, as there's gotta be inflammation in there. Often if one test is obviously wrong (say CRP), the other (FCP) will in fact work well for you. Wrong means you score a zero despite having obvious inflammation. Overall, they're good tests to take periodically for monitoring your UC over a long time to assess how well you're doing without necessitate a scope.
It's tough when you have potential blood from your hemorrhoids, you're left puzzling whether it's from UC or those hemorrhoids. Seems reasonable for the proctologist to check that avenue first.
