It seems a lot of buyouts/mergers are happening with big insurers (like Cigna) are looking to cut costs of medications by buying up businesses like Express scripts that are pharmacies. I think cutting costs has more to do with their bottomline and profitability than passing savings on to us.
I currently have a BlueCross BlueShield policy that uses Expressscripts. It's preferred that I use Expressscripts for my pharmacy, but I just go to my local RiteAid pharmacy and pick them up in person. Living very rural like I do, parcel deliveries aren't typically delivered up to my house, especially in winter months. I live on a class IV dirt road (not maintained by the city/state) up a steep driveway covered in ice and snow. Needless to say, those little 2-wheel drive post office/ups trucks dare not go up here lol. Studded snow tires only. Best to pick up things at the pharmacy, myself.
